Abstract：How men fulfill their fatherhood is socially constructed and social policy plays a key role. Sweden and the USA have differences in defining the purposes of social welfare, and understanding intimate relationships and family types. Their paths whereby they construct fatherhood expends from social democracy to market liberalism. By comparison, the current Chinese construction of fatherhood combines market liberalism with conservatism, urgently in need of changes.
