对退休年龄改革方案的性别检视*

Abstract The author examines the "four schemes" of retirement age reform from a gender perspective and demonstrates that the "small step gradual scheme", the "scheme of promoting in separate steps", and the "soft approach to retirement scheme" have all neglected the existing misunderstanding of gender equality. This paper insists that primary goal of reforms of retirement age and its theory and legislative technicality lie in the elimination of gender inequality in a "dual track elastic retirement scheme". This scheme should meet different needs and interests of women and men workers on different posts, respect their rights to early retirement based on recognition of bottom line of their consumption and years of employment, and consider the existence of the intensifying pressure of employment and drawing on pension fund. It is desirable to establish a policy to combine voluntary retirement and compulsory retirement age.
