| Gender and City Community Safety: Women's Participation in "Lower Class Politics" |

Abstract This paper examines the historical roles of women in city community building and safety in China based on empirical evidence from both historical and contemporary periods. It suggests that women's participation in city community safety historically correlated with the rise of "community building" in China. When ordinary women became participants in upholding community safety, they actually occupied a core position in the power structure of community governance. With their enthusiasm and care, they have long shouldered the tasks of upholding community safety and contributed significantly to national safety as well as the world safety. This proves that women, who have long lived a "private family," are able to participate in the cause of building public safety.
