Abstract:One potential hypothesis of promoting women's participation in politics is that more women's participation in governance can promote gender equality and speed up the process of gender mainstreaming. This is an assumption popular among advocates of "quota" in electoral systems. This understanding is also a reason for promoting women's empowerment through projects, but this should not be a self-evident truth. This paper argues that this understanding ought to be questioned, namely: Do female representatives "represent" Women? We argue that female elites do not necessarily represent women because of the constraining influence of power structure and the mechanisms through which to express political will. These two factors seriously affect the behavior of the political elites and are in grave need of innovative reforms.
