| Phenomenon of Promotion of People of "Nonpartisan, Intellectual, of Minority Origin and Female" within the System Framework ——Based on the Interviews of Female Heads in Hubei |

Abstract Although people of "Nonpartisan, Intellectual, of Minority Origin and Female" is an informal saying, it also reflects an existing phenomenon in the current society. This article discusses the nature of the phenomenon of people of "Nonpartisan, Intellectual, of Minority Origin and Female" being selected as officials through the interviews of organizational department officials, women county governors, women township heads in Hubei. The organizational departments decided that in each "county (city, district, banner) party committee, there should be at least a woman". The appointment of the woman, however, is often influenced by informal rules that prevent the formal system to fully implement the decision. In order to eliminate the phenomenon of appointing people of "Nonpartisan, Intellectual, of Minority Origin and Female" all at the same time, there is a need for setting up mechanisms to support the institutionalization and normalization of women's participation in governance.
