Abstract Quota has become one of the important indicators for women's political participation. This paper discusses leading similarities and differences in the backgrounds leading up to women's movements for enhancing political participation vis-a-vis quotas in China and India. Questions so raised for contemplation include: how to pay attention to numbers but also transcending them on the basis of quotas? How to invigorate our history by a discussion of women's political participation? Why women's political participation? What do women want to achieve once in politics?
